Background of the Study

Health insurance is a critical mechanism for ensuring access to affordable healthcare services, reducing financial barriers for individuals and families. In Nigeria, various health insurance schemes, including the National Health Insurance Scheme (NHIS) and state-specific programs, aim to provide financial risk protection. However, concerns remain about the cost-effectiveness of these schemes in terms of affordability, service coverage, and efficiency.

Plateau State has implemented different health insurance schemes to enhance healthcare accessibility. However, challenges such as high premium costs, limited provider networks, and bureaucratic inefficiencies have raised questions about their cost-effectiveness. This study seeks to evaluate the cost-effectiveness of health insurance schemes in Plateau State, examining their impact on healthcare affordability and service delivery.

Statement of the Problem

Despite the introduction of health insurance schemes in Plateau State, many residents still struggle to afford quality healthcare, and out-of-pocket expenses remain high. Issues such as inadequate service coverage, long processing times, and high administrative costs reduce the effectiveness of these schemes.

If these inefficiencies persist, health insurance may fail to achieve its objective of reducing financial hardship and improving health outcomes. This study aims to assess whether health insurance schemes in Plateau State provide cost-effective healthcare solutions.

Objectives of the Study

  1. To evaluate the cost-effectiveness of health insurance schemes in Plateau State.

  2. To assess the impact of health insurance on healthcare affordability and service utilization.

  3. To recommend strategies for improving the efficiency and effectiveness of health insurance schemes.

Research Questions

  1. How cost-effective are health insurance schemes in Plateau State?

  3. What strategies can enhance the efficiency of health insurance schemes?

Research Hypotheses

  1. Health insurance schemes significantly reduce out-of-pocket healthcare expenses for enrollees.

  2. Administrative inefficiencies negatively affect the cost-effectiveness of health insurance schemes.

  3. Expanding service coverage and reducing operational costs will improve the efficiency of health insurance programs.

Scope and Limitations of the Study

This study will focus on health insurance schemes in Plateau State, assessing their cost-effectiveness and impact on healthcare affordability. Data will be collected from health insurance agencies, healthcare providers, and insured individuals. Limitations may include variations in premium costs and differences in service coverage across insurance schemes.

  • Health Insurance Scheme: A system where individuals pay premiums in exchange for access to healthcare services.
